What makes a community? I think sharing things to sharing something that with many other people, for example, goveners build parks, artist paint masterpiece on their house, or things that can that others feel better can makes a community. Not just make the surrounding look better, policy can also make a community, like in the pass, the king can do what ever they want, so at that time, the king didn't make much community. But now, president need to hear other people's suggestions. So president have make a better community then the king in the past.
And if the community was in the other meaning, what makes a community is governers, people. And if it was a better community, it will have parks, and people can control the president.
